Since flex doesnt support <ul> tags, is there any way to have multi level bullets with <li> tags

Using HTML-formatted text, the only obvious way would be through the incremental use of spaces to creation indentation before <li> tags.

Did you try nesting the ul and li tags? Something like

<ul>
  <li>item1</li>
  <li> <ul><li>item2</li></ul></li>
</ul>

No, because the <ul> tags isn't supported, only the <li> tag.
